STAR vision

STAR is a TfL Streets programme to improve transport training and skills.

STAR has defined the competences needed by transport professionals (in traffic, transport, highways and signals) as the STAR Competence Framework.

STAR uses these competences to create a skills database to record and develop individual's skills. Staff can use the skills database to manage their own continuing professional development.

The Competence Framework is also be used to structure induction and foundation training, on-the-job training for graduates and apprentices, and to ensure there are appropriate training courses and other career-long learning opportunities and performance improvement processes, including new e-learning modules.

Competence will be demonstrated through new nationally recognised qualifications, which STAR is piloting as part of the new UK 'Qualifications and Credit Framework', making it easier to gain professional qualifications. STAR is working with the awarding bodies, Professional Institutions and other sector bodies, to create these qualifications and to simplify the evidence required.

The benefits of STAR are being made available to transport professionals in Boroughs and consultancies across London, to take up and share.
