STAR is a TfL Streets programme to define, recognise and improve the skills of traffic and transport professionals in London, by building a competence framework and ensuring a range of career-long learning opportunities and performance improvement processes.Responding to the combined challenges posed by a national shortage of transport of transport and traffic skills and the difficulty in gaining professional recognition, STAR has created a competence framework. The STAR competence framework can be used for:

• manpower and succession planning
• performance management and appraisal
• responding to new technology, policy, legislation
• benchmarking: individuals, teams, TfL
• assessing training needs
